Building a Cloud

I had this idea for a new photo project to build a contraption that sits on a person's shoulders to hold a cloud over their head. But while Matthew & I figure out how to make that correctly....or find out where we can rent a welder....we're building a make-shift, single cloud with mirrored rain-swirls! :
